The project brings together the best of European research and innovation experts with a consortium of 15 organisations – including ourselves, INSIKT Intelligence, and European Law Enforcement Agencies (LEAs) supported by Europol’s counter-terrorism unit.

At current, LEAs are increasingly relying on social media intelligence (SOCMINT) to fight the war against online terror. For those of you who don’t know, SOCMINT is a new field of intelligence involving a wide range of applications, techniques and capabilities when analysing social media data. The RED-Alert solution will cover a wide range of social media platforms, including new channels such as Telegram and Periscope which are becoming increasingly active within the terror community to both recruit and spread propaganda. It will do this by harnessing the power of artificial intelligence based on a unique combination of technologies including natural language processing (NLP), semantic media analysis, social network analysis and complex event processing. Therefore the RED-Alert solution will allow LEAs to successfully co-ordinate action in real-time whilst still preserving the privacy of citizens. It will also improve the capabilities of investigations in a quicker, more efficient time-frame as well as provide a deeper understanding of criminal activities and communities.

WHAT ARE THE PROJECT’S OBJECTIVES?

  • Improve available building blocks (NLP, SNA, CEP) and combine them with artificial intelligence (AI) in order to support the language, usability and privacy-preserving requirements of the RED-Alert solution
  • Integrate all building blocks (NLP, SNA, CEP) in a holistic solution with real-time collaborative capabilities and create a baseline system (development environment) for current and future use
  • Involve law enforcement agencies in the specification and the demonstration of the RED-Alert solution
  • Disseminate the project results in the scientific and law enforcement communities, prepare the exploitation of the RED-Alert solution and its individual modules

WHO ARE THE LEA PILOTS INVOLVED?

There will be five Law Enforcement Agencies involved with this project; these are the Special Operations (SO15) Counter-Terrorist Command, Serviciul de Protecție și Pază (SPP), Ministry of Public Security Israel National Police (MOPS INP), Guardia Civil (GUCI) and Serviciul de Protectie si Plaza de Stat (SPPS). WHAT DO PEOPLE THINK?

Our CEO, Jennifer Woodard, commented “RED-Alert involves a lot more than a computer recognising certain words. The technology we are building will be able to process massive amounts of unstructured data to identify meaningful relationships and spot potential threats”. When speaking with Commander Dean Haydon, head of the Met Police Counter Terrorism Command, he also spoke of the project stating “We welcome efforts to advance technology that would make it easier for the UK’s Counter Terrorism Network to identify and remove online terrorist material.”
